I find your Telerin/Latin comparison very interesting. This really supports the theory that Tolkien devised Telerin to be latinlike... It isn't lengthened, just accented. Tolkien denotes long vowels in roots with a macron. A long first vowel of the sequence will prevent the change, however - see loar, lávar mentioned above.
